This method allows one entity (TCG) to forge a single contract with the owner to provide design and construction services.  With Design-Build, the owner can combine the two into the best value.  TCG assumes the responsibility and risk of the cost, schedule, quality and safety of the project.

Inspection - SF Water and Energy Ordinance

The Construction Guy is a CERTIFIED RESIDENTIAL ENERGY AND WATER CONSERVATION INSPECTOR for the city of San Francisco.  We assist the building owner to comply with the San Francisco Residential Energy Conservation Ordinance by completing an Energy Inspection Report and Certificate of Compliance.  The following is list of who must comply:

Prior to transfer of Title as a result of a sale, all owners of:

  • Single and Two Family Homes
  • Condominiums
  • Apartment Buildings
  • Residential Hotels

*Note: There are some exemptions.

Owner’s compliance is also required when one of the following situations occurs:

  • Metering Conversion
  • Major Improvements      
  • Condominium Conversions

The following items are inspected:


  • Showerheads – Showerheads shall have a flow rate of 2.5 gpm or less and 1 showerhead per valve.
  • Faucets - Faucets shall have a flow rate of 2.2 gpm or less.
  • Toilets – Toilets shall have a flow rate of 1.6 gpm or less.


  • Insulate accessible attic space to a minimum R-19 value
  • Weather stripping of all doors connecting heated and unheated spaces
  • Insulate hot water heater to a minimum R-6 value
  • Caulk and Seal openings on building exterior
  • Insulate accessible Heating and Cooling Ductwork to a minimum R-3 value
